Daouda Lo

A senior technology strategist and entrepreneur with over 20 years' experience spanning open-source software, digital platforms and government digital transformation. Daouda specialises in turning complex technology programmes, from sovereign cloud to national information systems, into delivered, working reality.

Daouda has operated at the intersection of technology, business and government across Africa and Europe. As Senior Head of Technology at the Tony Blair Institute for Global Change, he designed and implemented technology roadmaps supporting 40 partner governments, negotiated a $100 million sovereign cloud programme with the Government of Senegal, and deployed cloud-based public health and large-scale training platforms reaching over a million citizens. A serial entrepreneur, he has founded five technology ventures, including two of Senegal’s leading digital platforms, which connect more than 20,000 businesses and attract over two million visits a month. Earlier in his career, he held senior technology leadership roles at Mandriva, one of Europe’s open-source pioneers, coordinating a community of over 250 engineers, and led digital transformation programmes for global banking clients. He currently advises the Government of Senegal on the deployment of its integrated public financial management system (SIGIF). He holds an engineering degree from École Mohammadia d’Ingénieurs and is MSP-certified in programme management.
